This paper is a study of possible methods of operation of decision-making systems that use the concept of entropy. The peculiarity of these information systems is the ability to work without considering historical data, as well as not to store the state of the system in general, which allows, in turn, to independently make each decision of the system. At the same time, a characteristic mathematical series must be maintained. At the same time, the importance of creating a random number generator for a given information system and the importance of obtaining a license to use a random number generator will be considered, since all information areas are regulated by law. The next step will be to investigate formulas for probabilistic calculations, as well as the impact of volatility on the number of positive decisions in a particular interval.
